  1. Policy Statement

The AT&T Executive Education and Conference Center ("AT&T Conference Center"), which includes the connected auxiliary designated ballroom and meeting rooms at Rowling Hall, at The University of Texas at Austin ("University") is designated as a residential conference center as authorized by the president of the University and pursuant to The University of Texas System Board of Regents' Rules and Regulations ("Regents' Rules")Rule 80112.

 

The designation as a residential conference center does not establish the AT&T Conference Center as a public facility or forum open for use by individuals, groups, associations, or corporations on a first-come, first-served basis.

 

The president of the University delegates authority for operational management and oversight of the AT&T Conference Center to the senior vice president and chief financial officer.
 

  1. Reason for Policy

This policy sets forth rules and regulations for the reservation and use of areas of the AT&T Conference Center.
 

  1. Scope & Audience

This policy applies to all University employees, students, departments, and organizations that wish to reserve and use the AT&T Conference Center. The policy also applies to any individuals, groups, associations, or corporations that are not affiliated with the University, but wish to reserve and use the AT&T Conference Center.

  1. Responsibilities & Procedures
    1. Priorities for Use

 

  1. University programs and activities that further or relate to the University's academic, educational, cultural, outreach, recreational, and athletic programs shall have first priority in the reservation and use of the AT&T Conference Center facilities.

 

  1. Second priority in reservation and use of the AT&T Conference Center facilities will be given to programs and activities of The University of Texas System ("UT System") or any UT System institution (other than the University) that further or relate to the academic, educational, cultural, outreach, recreational, and athletic programs of UT System or its institutions.

 

  1. As a lower priority, individuals, groups, associations, or corporations that are not affiliated with UT System or a UT System institution may reserve and use the AT&T Conference Center without the necessity of joint sponsorship with UT System or any of its institutions, so long as the reservation and use fits the needs of the University and is within accepted industry standards.

 

  1. General Rules of Use

 

  1. The AT&T Conference Center will operate in accordance with Regents' Rules 80112 and 80103 and all applicable federal, state, and local laws and statutes.

 

  1. The AT&T Conference Center may be used for purposes such as banquets or conferences by entities that use annual conferences or other similar activities to acquire operational funds for the entities.

 

  1. Subject to all constitutional and statutory provisions relating to the use of state property or funds for religious or political purposes, facilities within the AT&T Conference Center may be made available for religious or political conferences, debates, or conventions.

 

  1. The AT&T Conference Center is responsible for establishing rules and regulations and rate/fee schedules for guest rooms, facility rentals, dining facilities, and its retail operations. Rates for such use must be charged at an amount that, at a minimum, will ensure recovery of that part of the operating cost of the AT&T Conference Center attributable directly or indirectly to such use; provided, however, that complimentary rooms or food may be offered as is ordinary and customary in the operation of similar facilities for promotional or customer relations purposes, if reasonably necessary.

 

  1. The AT&T Conference Center may establish rules and regulations concerning the rental of space for displaying advertising or merchandise samples in designated areas inside and outside of the AT&T Conference Center.

 

  1. The AT&T Conference Center may operate a retail store for goods and other products related to conferences or guest services within the facility. The operation of such a retail store is allowed pursuant to Regents' Rule 80103, Section 2.5.
